The Gold Council is the ruling body of the Final Accord of Humanity, a grand assembly of the Greatcloud's finest and most respected scientists in permanent residence aboard the Black Ship Column of Dawn. Of the hundred members, over 50 are Lightbringers, with the remainder evenly spread between various human and abhuman representatives.
It is by the Council's hand that the sinister operations of the Black Ships continue daily, and the leaps and bounds in technological advancement wrought by their methods have resulted in deep, systemic corruption in the Council itself -- especially among the critically endangered Lifebringers who hold seats, most of whom are beyond viable childbearing age. Artificial extension of Councillor lifespans is common, and the oldest are often kept alive through what the rest of the galaxy would marvel at as wonders of medical science, singleminded obsession with immortality driving the Accord's expansive technocracy forward.
In whispers, it is rumored the oldest Lightbringer Councillors are direct descendants of those high priests who served Maius the Soulkeeper and engineered the Elegy facility where Al-Kaniali's Tear was discovered.
